City Council Approves to Regulate Use of Helmet and Prohibits Use of Bonnet or Mask

The ordinance regulating the use of helmets, bonnets, masks and other similar headgear for motorcycle driver/rider plying the City Streets and Mainland Barangays in Surigao City was approved yesterday in Second Reading.

City Councilor Noel Christian “Toti” Catre, the author of the ordinance and City Councilor Danilo Menor introduced some amendments.

Section 3. PROHIBITED ACT. No motorcycle driver/rider or pedestrian shall use or wear bonnet, mask or contraption of any make or shape so as to completely hide and or render the identification of the riders/pedestrian difficult if not impossible while plying or roaming the mainland barangays and city streets of Surigao City.

This section does not prohibit the use of a medical mask by motorcycle rider for health or medical reason.

City Councilor Leonilo Aldonza moves to increase the penalties from reprimand to P1,000 in the first offense and the succeeding offenses.

The council presided by Kagawad Cacel Azarcon agreed the following penalties under Section 5:

1st Offense – P1,000

2nd Offense – P2,000

3rd Offense – P3,000

4th Offense – P5,000 and cancellation of license.

The 3rd and final approval of the ordinance will be in the next regular session.

Catre introduced the ordinance to help the city in solving the Riding in Tandem Criminals that can be easily identified when no concealment in his face. (RPN DXKS)
