Gipadayag ni Chan ang maong lakang Hulyo 5, 2022, subay sa naunang gidamgo sa mitaliwan na nga si Secretary Adelino “Addy” Sitoy nagsilbing kanhi mayor sa lungsod sa Cordova.
Alang ni Chan nga maka ayo kini sa paglambo sa duha ka local government units.
“Dako kaayo ni siya ug ikatabang, nga para siguro ma picture out nako ang Lapu-Lapu, it will be the next little Singapore,” matod ni Chan.
Dugang ni Chan nga iyang ipaagi sa iyang asawa, Lapu-Lapu City Lone district representative Cindi Chan, ang pagduso sa maong laraw nga balaudnon sa kongreso.

“While i remain supportive of the dream of the late Sec. Addy Sitoy in creating the province of Mactan, I understand that the process entails a thorough study of pros and cons of such legislative measure. At this point when we are still recovering from the effects of the pandemic and typhoon Odette, a creation of a separate province is not our utmost priority but rather we must channel our focus to the rehabilitation of our city and the promotion of our tourism industry,” pasabot ni Chan.
