Ipinag utos na ng Pangulong Rodrigo Duterte ang pagpapatupad ng Balik Probinsya, Bagong Pag-asa Program para mapaluwag ang Metro Manila at mai-promote ang countryside development.
Nilagdaan ng pangulo ang Executive Order 114 na nagtatatag sa Balik Probinsya, Bagong Pag-asa Council na siyang tututok sa direksyong tatahakin sa pagpapatupad ng nasabing programa at matiyak ang pagsunod dito ng mga kinauukulang ahensya ng gobyerno.
Ang nasabing council ay pinamumunuan ng executive secretary at magsisilbi namang vice chair ang National Economic and Development Authority (NEDA) director general.
Kabilang sa mga miyembro ang mga kalihim ng  Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), Department of Health (DOH), Department of Information and Communications Technology (DICT), Department of Finance (DOF), Department of Budget Management (DBM), Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), Department of Tourism (DOT), Human Settlements and Urban Development, Department of Environment and Natural Resources (DENR), at Department of Education (DepEd).
Mayruong 30 araw ang council para bumuo ng mga panuntunan sa pagpapatupad ng nasabing programa.
Tutukan ng konseho o sakop ng framework ng programa ang empowerment ng local industries, food security and agricultural productivity, social welfare, health and employment, at infrastructure development.
