Bacolod SP amends rules

Bacolod City – The Bacolod Sangguniang Panlungsod amended several provisions of its internal rules and regulations for the year 2022 to 2015, during its regular session recently.

The resolution authored by Councilor Al Victor Espino, chairman of the SP Committee on Laws and Ordinances, provides for an ordinance day during the first and third week of every month.

It said no ordinance should be included in the agenda during the second and fourth week of every month, not unless it is deemed urgent or it involves urgent matters wherein the delay of which may prejudice the government or its constituents, or a proposed ordinance submitted for first reading.

The resolution said the floor leader elected by the SP members among themselves will only submit for inclusion in the agenda, matters received by the SP on or before 12 noon of Tuesday of every week. All other matters submitted after 12 noon of Tuesday, will not be included in the week’s agenda except these matters or subjects that are deemed urgent or is/are certified urgent by the Office of the City Mayor and/or by the Secretary to the Mayor. In such case, the floor leader may include the same in the agenda.

The resolution also said all members of the SP must have an assigned committee chairmanship, vice-chairmanship and committee membership, while an ex-officio member is entitled to the committee as mandated by law.

Under the old provision of the internal rules, every member of the SP must have at least two committee chairmanship, and at least two committee memberships while an ex-officio member is entitled to the committee mandated by law.
