The Police Reginal Office 13 Police operatives arrested the three most wanted persons in renewed efforts to bring all criminal suspects in the region with standing warrant of arrest behind bars, last Friday (March 19).
POLICE BRIGADIER GENERAL ROMEO M. CARAMAT, JR., Regional Director of Police Regional Office 13 identified the suspects as Joy M. Encina of Dapa town, Surigao del Norte, who is in the list of top three most wanted person regional level for murder, Erwin E. Mangin for the crime of frustrated homicide and homicide listed top 8 Most Wanted Person Regional level, and Narciso P. Bihag Jr., a.k.a Tata for rape top 6 Most Wanted Person City level.
Encina a.k.a Joy was arrested in Barangay 1, Poblacion, Dapa, Surigao del Norte for the crime of murder involving the attacked and stabbing incident happened on July 15, 2018, in Brgy. Quezon, Mainit town victimizing Arnold P. Odhoy with no bail recommended.
On the other hand, Mangin was arrested at Sitio Valma, Purok 13, Brgy. Ngan, Compostela, Davao de Oro, for frustrated homicide and homicide by virtue of a warrant of arrest dated dated April 4, 2006 with bail for homicide ₱ 40,000.00 and ₱ 24,000.00 for frustrated homicide.
Police further reported that Mangin a suspect on stabbing incident happened on April 4, 2005 in Brgy. Tagongon, Tagbina town. Victims were Ryl R. Consigna and a.k.a Jun Jun R. Consigna who was dead on the spot during the occurrence.
The arrested top 6 most wanted person in City level was Narciso P. Bihag Jr., a.k.a Tata for the crime of rape. Bihag was accused for sexually abusing a minor on 2016 in Purok 1, Brgy. Taglatawan, Bayugan City, Agusan del Sur.
PBGEN. CARAMAT JR. lauded the police operatives in the successful manhunt operations and stressed out that there is no slowing down in serving the warrants of arrest against those sought by the law based on the marching order of the PNP Chief Police General Debold M.
