Zamboanga: Road clearing operations start Dec. 2-6 downtown

In compliance with the Memorandum Circular No. 2022-085 of the Department of Interior and Local Government (DILG), the city government of Zamboanga under the leadership of Mayor John Dalipe will start implementing the road clearing operations from Dec. 2 to 6 in downtown areas.

This was announced Tuesday afternoon by City Administrator Mario Yanga, chairperson of Task Force Clearing Operations, during a meeting with the Task Force members at City Hall Conference Room.

The first wave of the clearing operations will focus on the roads, streets and sidewalks in downtown Zamboanga, particularly in the four barangays of Zone 4 on Dec 2, Zone 3 on Dec. 3, Zone 2 on Dec. 5 and Zone 1 on Dec. 6.

Early on, Mayor Dalipe issued Executive Order No. JD-089 providing for the procedures for road clearing operations and the creation of a validation team.

Under the EO, road clearing means the removal of illegal or unauthorized road obstructions along the road right-of-way, which encompasses the entire width of the road carriageway (including travel way for motor vehicles and road shoulders) and sidewalks.

Road obstructions are structures, materials, or activities within the road right-of-way that impede the free and clear passage of motor vehicles or pedestrians and/or pose danger or cause injury to motorists, pedestrians, or occupants of nearby structures.

Included are vehicles parked in prohibited places; vehicular terminals except in areas designated by the LGU; vending sites for any kind of item; house encroachments that obstruct the road right-of-way, protruding gates, conduct of household activities, and tents; store encroachments and indiscriminate signage and advertisements.

Also subject for clearing operations are obstructing barangay outposts, halls, markers, and directories; conduct of sports, sports facilities and other related activities; drying of rice or other crops; construction materials including sand, gravel, cement, steel bars, logs and the like; debris, waste materials, and other junked items; other structures, materials, or activities identified by the LGU as obstructions through road inventory.

Present during the meeting were Councilor VP Elago, Assistant City Administrator Cesar Raz, DILG representative and Task Force members representing the different city departments/offices concerned. (Vic Larato)
