Surigao: Regional Development Council Infrastructure Development Committee advances growth plans

Mayor Pablo Yves L. Dumlao II chaired the 2nd Quarter Caraga Regional Development Council (RDC) Infrastructure Development Committee Meeting today, June 20, 2024, at the Philippine Gateway Hotel.

As the RDC-IDC chairperson, Mayor Dumlao led important discussions on key infrastructure projects and strategic investments aimed at strengthening the Caraga Region’s economy.

The meeting included a thorough review of the 2023 Caraga Regional Development Report, offering a detailed look at current progress and future plans.

The Supplemental Regional Development Investment Program 2023-2028 was a significant focus, totaling P230,456,760. These funds will support crucial upgrades to ports such as Lipata, Surigao, Cagdianao, Loreto, Patino, Placer, and Dinagat, as well as initiatives like the Farm to Market Ports Network, Port Cold Chain Network, RORO Network Upgrade, and adoption of Electric Vehicles (EV) in fleet modernization, including solar PV system charging stations.

Aligning FYs 2026-2028 infrastructure plans with Caraga’s strategic goals to boost economic growth and public services was also a key topic. The committee discussed Resolution No. 02-06, advocating for changes to Section 6 of Republic Act 8794 (Anti-Overloading Law) to strengthen enforcement, improve road safety, and extend road infrastructure lifespan.

Attendees also assessed the impact of the Philippine Ports Authority’s privatization of port operations under the Port Terminal Management Regulatory Framework. This evaluation is crucial for understanding efficiency improvements, service quality enhancements, and economic benefits from privatization, which are vital for enhancing regional competitiveness in global trade.

Budget proposals for FY 2025 from key infrastructure agencies such as the Department of Information and Communications Technology (DICT), Department of Transportation (DOTr), Maritime Industry Authority (MARINA), and National Irrigation Administration (NIA) were also reviewed.

Key figures present included RDC Co-chairperson Robert Douglas O. Andaya, Regional Directors, and representatives from various member agencies. The outcomes of this meeting are expected to significantly influence the region’s infrastructure development, promoting economic progress and improving living standards across the Caraga Region.
