Pagadian: DENR’s ADR on Wheels initiative enhances access to justice in Zamboanga del Norte

The Department of Environment and Natural Resources (DENR) IX successfully launched its Alternative Dispute Resolution (ADR) on Wheels initiative in Zamboanga del Norte on August 28-29. Held at the Provincial Environment and Natural Resources Office (PENRO) in Dipolog City, the event focused on “Bringing Access to Environmental Justice to the People through Alternative Dispute Resolution (ADR)”.

This two-day initiative promoted resolving land disputes outside the traditional judicial system, providing an efficient and cost-effective alternative to formal litigation. The program is designed to reduce the department’s case dockets and offer a practical solution to the public.

Atty. Erwin W. Cabilin opened the event with remarks on the significance of ADR as outlined in Republic Act No. 9285, the “Alternative Dispute Resolution Act of 2004.” Atty. Kym Ashley O. Villaruel, ADR Focal Person for Region IX, introduced the accredited ADR officers from the Regional Office, PENRO Zamboanga Del Norte, PENRO Zamboanga Del Sur, and CENROs from Manukan, Liloy, Siocon, Piñan, Ramon Magsaysay, Guipos, Kabasalan, and Imelda. Atty. Villaruel highlighted that ADR enables parties to develop their own solutions, ensuring mutually satisfactory results.

The ADR on Wheels program addressed 17 cases, employing a co-mediation approach with two ADR officers per case for a balanced process. Out of the nine cases with full party participation, one reached an amicable settlement, and four resulted in initial agreements, setting the stage for further discussions.

Beneficiaries have positively responded to the initiative. Rhoda Facturan Agum, an ADR program beneficiary, expressed her gratitude, stating, “Your supportive and positive approach greatly impacted us. It helped us handle our case with calm and confidence.”

Through this initiative, DENR aims to enhance the efficiency and accessibility of the justice system, while advancing environmental stewardship and safeguarding the rights of landholders and other stakeholders. The successful launch of ADR on Wheels marks a significant step towards more accessible and effective conflict resolution in the region.
