Mayor Duterte Creates Davao City Youth Development Council

Davao City –  Davao City Mayor Inday Sara Duterte created the Local Youth Development Council (LYDC) and the Interim Local Youth Development Office (LYDO) in an executive order that takes effect effectively.

Duterte signed Executive Order (E.O.) No. 16, Series of 2021, also known as “An Order Creating The Local Youth Development Council (LYDO) Of The City Government of Davao, Defining Its Functions And Purposes”, on March 23, 2021.

The mayor, in her E.O. 16, said, “There is an immediate need to address the primary concerns of the youth in Davao City.”

She cited Chapter III, Section 23 of Republic Act (R.A.) No. 10742, known as the “Sangguniang Kabataan Reform Act of 2015” and the Department of Interior and Local Government (DILG) Memorandum Circular No. 2017-36 that mandates the creation of the LYDO and LYDC in every province, city, and municipality to ensure the wide and multi-sectoral youth participation in local governance.

E.O. 16 also cited Section 455 of Republic Act No. 7160, “which provides that the city mayor, as chief executive of the city government, shall exercise powers and perform such duties and functions for the purpose of general welfare of the city and its inhabitants as well as exercise general supervision and control over all programs, projects, services, and activities of the city government.”

Duterte also said the Davao City Social Welfare Development Office is mandated to implement various programs and services for the youth and has an existing plantilla position for Youth Development Officer II, Youth Development Officer III, and Youth Development Officer IV under the Pre-schooler’s and Children’s Concern Division.

E.O. 16, thus, created the Davao City Youth Development Council (DCYDC), which will be headed by the SK Federation president and wioo be composed of at least 10 – but not more than 21 members – including the two core members of the SK and at least eight but not more than 19 other representatives from established youth organizations or youth-serving organizations duly recognized by the federation.

Each representative-member will serve a three-year term.

A DCYDC member must be a Filipino citizen and a resident of Davao City not less than a year immediately preceding the day of their election, at least 15 years but not more than 30 years on the day of their election to the council, able to to read and write Filipino, English, or the local dialect, and must not have been convicted by final judgment of any crime including turpitude.

Duterte ordered the DCYDC to serve as the core of the advocacy on youth participation in nation-building and youth empowerment; finalize the three-year DCDYD plan that is anchored in the Philippine Youth Development Plan and the development plans of the local government units; monitor and evaluate the implementation of the DCYDP; and perform such other functions as may be prescribed by law or ordinance.

The mayor also created an Interim LYDO, also known as Davao City Youth Development Office to be headed by the Davao City Youth Development Officer.

The CSWDO’s Pre-schooler’s and Children’s Concern Division shall supervise the operation and activities of the DCDYDO, which was tasked as secretariat of the DCYDC to provide technical, logistical, and other related support to the DCYDC.

The functions of the DCYDC officer were also included in E.O. 16, which also stated that personnel of the new youth office will be designated by the city mayor pending the passage of an ordinance for its official establishment.

CSWDO will first fund the DCYDC and Interim DCYDO operating expenses.
