LTFRB Caraga Issues Circular On GCQ Routes For Operation Under Special Permit

Following the directives of the Board through LTFRB MC No. 2020-017, the LTFRB Caraga was able to identify the various GCQ routes all over Caraga Region consisiting of major arteries and high volume corridors.

The regional office also identified the vehicles to be used per hierarchy on the authorized units, and assigned operators that are juridical entities (corporations/cooperatives).

Relative to this, the regional office issued Regional Office Circular No. 2020-018 opening the various identified routes for GCQ areas for the period May 1 to 15, 2020.

However, for ECQ areas, public transportation will remain to be suspended. LGUs are encouraged to continue free transportation arrangements for their hospital workers, while exempt establishments may continue engaging shuttle services for their employees.

Considering that there are 4,160 drivers, and 1,832 operators in Caraga Region and not all public utility vehicles were allowed to operate, the LTFRB Caraga is appealing to all LGUs to include the drivers and operators in their list of beneficiaries for the giving of relief goods as they should be considered as one of the affected sectors in this period of national health emergency.

LTFRB Caraga also appeals to the LGUs to waive the payment of terminal fees as these operators are already operating at a loss due to the limited carrying capacity policy that is being imposed.

The regional office is also urgently appealing to the DSWD for the fast tracking of the release of the SAP Fund for the driver-beneficiaries, the list of which have already been submitted to their office last month.
