Klarex sets up data breach protocols in City Hall depts

    Cagayan de Oro City Mayor Rolando ‘Klarex’ Uy issued on Monday an executive order to institutionalize the enforcement of a data breach protocol on all City Hall departments effectively immediately.
    Executive Order 482 issued last Nov. 18 by Mayor Klarex stated that the Data Breach Protocol is set as the standard operating procedure for all City Hall departments in case of a data breach. The protocols are in accordance with the provisions of Republic 10173 or the Data Privacy Act of 2012.

    ‘The executive order applies to all (City Hall) departments and offices and covers any instance of unauthorized access, disclosure, alteration or destruction of data under the control of said offices and departments,’ the order stated.
    Under RA 10173, local chief executives of local governments such as Mayor Klarex are designated as personal information controller (PIC) and are thus mandated to implement security incident management policies involving data breaches.

    Asst. City Legal Officer Atty. Reymond Villablanca is designated as Data Privacy Officer.
    Mayor Klarex said the Data Breach Protocol is aimed at protecting the rights of stakeholders, particularly those transacting with City Hall, in ensuring the confidentiality of their personal information.
    Compliance Officers for Privacy (COPs) will be assigned in every City Hall department and offices to implement the Data Breach Protocol with assistance from the City Management Information Systems and Innovation Department (CMISID) who will also meet and conduct trainings with these officers on a periodic basis.
