Iriga: PRO5 arrests two of Bicol Region’s Most Wanted Criminals

The Police Regional Office 5 (PRO5), under the leadership of PBGEN NESTOR C BABAGAY, JR., Regional Director, nabbed two of the Bicol Region’s most wanted individuals on November 20, 2025. This significant accomplishment forms part of PRO5’s intensified efforts under the Enhanced Managing Police Operations (EMPO), in line with the strategic guidance and focus agenda of the Acting Chief, Philippine National Police, PLTGEN JOSE MELECIO C NARTATEZ JR.

At around 5:30 PM in Polangui, Albay, personnel from the Pioduran MPS, Polangui MPS, and the Provincial Intelligence Unit (PIU) of Albay Police Provincial Office arrested a suspect identified by the alias “Jon,” 40 years old. The suspect is charged with Statutory Rape, a non-bailable offense. Alias “Jon” is currently listed as the Region’s Rank 1 Most Wanted Person, making his arrest a major victory in the region’s campaign to protect vulnerable sectors, especially women and children.

Hours later, at about 11:30 PM, operatives of Basud MPS, the PIU of Camarines Norte PPO, and the Criminal Investigation and Detection Group (CIDG) Camarines Norte Provincial Field Unit (PFU) tracked down and arrested alias “Julius” in Barangay Baclaran, Parañaque City. He is facing multiple grave charges: six counts of Qualified Statutory Rape, non-bailable crime, one count of Attempted Qualified Statutory Rape, with bail at PHP 120,000.00, and one count of Qualified Statutory Rape by Sexual Assault, with bail recommended at PHP 200,000.00.

PBGEN BABAGAY, JR. lauded the units involved, emphasizing that the series of arrests demonstrates the unwavering dedication of PRO 5 to strengthening law enforcement operations.

“Our intensified intelligence and police operations reflect our commitment to deliver justice to victims and ensure that those who prey on the innocent are made accountable. These arrests send a strong message that KASUROG cops will not allow criminals to find refuge anywhere. We will pursue them relentlessly until they face the full force of the law”, he said.

He further encouraged continuous cooperation from the community, stressing that public participation remains essential in detecting, reporting, and preventing criminal activities.

“We urge the people of Bicol to stay vigilant and work closely with their police. Together, we can build safer communities and suppress criminality with greater speed and efficiency,” he added.

PRO 5 assures the public that its operations will continue with no let-up. Enhanced monitoring, information-sharing, and inter-agency collaboration will remain at the forefront of the region’s strategy to maintain peace and order and uphold the PNP’s mandate to serve and protect. ###
