LEGAZPI CITY | September 4, 2026 — The Police Regional Office 5 (PRO 5) is set to deploy a total of 2,600 police personnel to ensure the safe, peaceful, and orderly celebration of the Peñafrancia Festival 2026. The deployment will run from September 6 to 19, 2026, covering major festival activities and events across the region.
The personnel will be strategically positioned in major festival venues, areas of convergence, roads, transportation hubs, and other key locations where large crowds are expected to gather. The deployment is designed to maximize police visibility, strengthen traffic management, facilitate the movement of devotees and festivalgoers, and ensure the immediate delivery of police assistance whenever needed.
PBGEN RANDY GLENN G SILVIO, Regional Director of PRO 5, will lead the security preparations and personally conduct inspections and monitoring of police personnel on the ground during the various festival activities. His presence will ensure that security plans are effectively implemented and that police units remain alert, responsive, and accessible to the public throughout the celebration.
Apart from the dedicated festival security deployment, PRO 5 will continue to conduct regular police operations to deter criminal activities and address potential threats to public safety. Police units will maintain heightened vigilance and sustain law enforcement operations in their respective areas of responsibility to ensure a secure environment for residents, devotees, tourists, and other visitors.
PRO 5 likewise calls on the public to remain vigilant and exercise personal responsibility throughout the festivities. With thousands of devotees and visitors expected to converge in various locations, the public is encouraged to take extra precautions in crowded areas, keep personal belongings secure, and remain mindful of children, elderly companions, and other family members.
Festivalgoers are also urged to observe traffic rules and comply with road closures, rerouting schemes, security protocols, and other directives from police and traffic personnel. The public is reminded to immediately report suspicious persons, activities, or unattended items to the nearest police officer or security personnel. PRO 5 also encourages the public to exercise caution when sharing personal information and real-time locations on social media.
