In view of the upcoming commemoration of the 40th Anniversary of the EDSA People Power Revolution on February 25, 2026, the Police Regional Office 5 (PRO 5) has heightened its security posture and operational readiness across the Bicol Region. Under the leadership of PBGEN Erosito N Miranda, Regional Director, PRO 5 will mobilize the maximum number of personnel to ensure the safety and security of the public and to effectively deter and thwart any lawless elements who may attempt to disrupt the peaceful observance of this historic national event.
Continuous intelligence monitoring indicates that Communist Terrorist Group (CTG)allied front organizations may mark the commemoration by staging demonstrations and rallies to air their grievances against the government. While the PNP fully recognizes and respects the constitutional right of individuals and groups to peaceful assembly and freedom of expression, PRO 5 remains vigilant against threat groups that may take advantage of the situation to carry out unlawful activities, particularly in identified vulnerable areas.
To address these concerns, personnel will be strategically deployed throughout the region. Advanced Command Posts will be established to supervise and coordinate security operations. Checkpoints will be conducted in various parts of the region, including border control points, to monitor the movement of persons and vehicles and to prevent the entry of individuals who may intend to cause disorder. Anti-criminality operations will be intensified alongside covert security measures in key installations and convergence areas.
Traffic route security and venue security operations will be implemented in close coordination with local government units and other partner agencies to ensure the orderly conduct of activities. The Regional Highway Patrol Unit will augment traffic management and road safety operations. The Tactical Motorcycle Riding Unit, mobile patrol teams, and beat patrollers will enhance police visibility and immediate response capability. Quick Reaction Teams (QRT), arresting and investigation teams, and negotiation teams will be strategically positioned to address any contingency. Drone operators will conduct aerial monitoring to strengthen situational awareness, while medical teams will remain on standby to provide emergency assistance. The KASUROG Crowd Management Advanced Reactionary Force Engagement (C.A.R.E) contingent will be deployed to manage gatherings in accordance with established crowd control protocols and with strict adherence to maximum tolerance.
The Activation of the Synchronized Communication (SyncCom) Cell will be maintained to ensure seamless coordination and real-time communication among all units in the field. The continuation of Full Alert Status further guarantees that all personnel remain prepared for any eventuality.
PBGEN Miranda emphasized that the foremost priority of PRO 5 is the safety and security of the people of Bicol. “Our primary objective is to protect lives, preserve peace and order, and ensure that the commemoration of the 40th Anniversary of EDSA People Power remains peaceful and meaningful. We
assure the public that all police operations will be conducted with professionalism, maximum tolerance, and full respect for human rights.”
He further underscored the partnership between the police and the community, saying, “Ang PNP ay kakampi ninyo. The PNP are your allies here. We are not your adversaries. Our presence is to ensure your safety and to protect your rights. We encourage everyone to cooperate with authorities, remain vigilant, and work with us in maintaining a secure and orderly environment for all.”
PRO 5 reiterates its commitment to uphold the rule of law while safeguarding democratic freedoms. Any individual or group who attempts to incite violence or engage in unlawful acts will be dealt with in accordance with existing laws and regulations. The public is enjoined to remain calm, cooperative, and law-abiding as the nation commemorates this significant milestone in Philippine history.
