NAGA CITY (PIA) — Residents of Camarines Sur welcomed the Philippine National Police’s (PNP) newest digital platform that allows the public to file complaints online, saying it provides a faster and more convenient way to report incidents.

During the Kapihan sa Camarines Sur on March 12, Camarines Sur Police Provincial Office (CSPPO) spokesperson and Provincial Human Rights Affairs Officer Capt. Liza Jane Alteza introduced the Kasurog @ e-Reklamo platform, a digital reporting system that allows individuals to submit complaints using their smartphones.

Margaret Cledera, 28, of Concepcion Grande, Naga City, said the platform will be especially helpful for victims who are unable to immediately leave their homes to report incidents.

“Magayon na bareta na nakikisabayan man ang satuyang mga pulis sa teknolohiya. Dakulang tabang ang Kasurog @ e-Reklamo mo platform para samuyang mga kababaihan, orog na itong mga nasa harong and dae tulos makahali,” Cledera said.

(It is good to see that our police are keeping up with technology. The Kasurog @ e-Reklamo platform is a big help for women, especially those who are at home and cannot immediately go out to report an incident.)

Alteza said the Kasurog @ e-Reklamo platform was officially launched on March 10 at the Police Regional Office 5 (PRO-5) Multi-Purpose Building at Camp BGen Simeon A. Ola in Legazpi City.

She explained that the platform will be implemented across provincial and municipal police stations to make it easier for the public to file complaints online.

“Ipinapasunod natin ito sa lahat ng provincial at municipal stations, to ensure na pwedeng agad-agad na mag-file ng reklamo ang isang nagrereklamo sa pamamagitan lamang ng kanyang smartphone,” Alteza said.

(We are directing all provincial and municipal stations to implement this so that complainants can immediately file a complaint using only their smartphones.)

Another resident, Myrna Sapico, 48, of Querobac, Naga City, said the platform can encourage women to be proactive in protecting themselves, particularly in situations where the perpetrator may be someone inside the household.

“Kadaklan kaya bag ana perpetrator, nasa harong lang. Mga taong harani satuya. So akala mo dae magibo sala. May mga cellphones man kita, gamiton ta para ma-isnar ang sadiri ta sa ano man na klase ning pang-aabuso,” Sapico said.

(Many perpetrators are actually inside the home—people close to us. We have cellphones, so we should use them to protect ourselves from any form of abuse.)

    Online reporting

To file a complaint through the Kasurog @ e-Reklamo platform, individuals may visit the Kasurog Facebook page or the official PRO-5 website and click the Online Complaint Form.

Users will be required to provide details about the incident, including the nature of the complaint, date, time, location, and persons involved. Supporting evidence such as photos, videos, or documents may also be uploaded.

Alteza advised victims to use their smartphones to document physical evidence such as bruises or injuries and store these files in their accounts so they can retrieve them when needed.

After submission, the system generates a unique reference number that allows complainants to track the status of their report in real time.

Complaints are initially reviewed by Virtual Desk Officers who check the completeness of information, verify identities through government-issued IDs or digital signatures, and guard against false reports.

Criminal complaints are referred to Virtual Investigators with proper jurisdiction, while administrative matters are forwarded to the Regional Disciplinary Law and Order Section (RDLOS).

Virtual investigators then evaluate each complaint to determine whether police action is necessary or if the matter should be referred to the concerned barangay for appropriate action.

Alteza said the system ensures that initial assessment and case direction are conducted within 24 hours to provide a timely response.

She assured the public that confidentiality and validation procedures will be observed throughout the investigation. Complainants are encouraged to provide feedback and follow up on their reports to ensure cases are addressed. (PIA5/Camarines Sur)
