Eighty-nine city government employees were formally sworn in as permanent personnel during an oath-taking ceremony held on December 23, 2025, marking a milestone for workers who had long served the city under casual status.
Mayor Leni Robredo said the newly promoted employees earned their appointments through merit and performance, stressing that the promotion was not a personal favor from the mayor’s office but the result of a rigorous and transparent process.
Robredo explained that the promotion process began with the identification of qualified candidates based on performance. The Sangguniang Panlungsod then created the plantilla positions to which the employees applied. This was followed by written examinations, interviews, and final evaluations before the appointments were approved.
Addressing the new permanent employees, the mayor corrected the notion that their promotion was a “gift,” emphasizing that they deserved their new status because of their competence and dedication to public service.
She also underscored that city government employees—whether newly promoted, retired, or nearing retirement—should take pride in their service, not merely for the number of years they spent in government but for the quality of service they rendered and their role in serving the Nagueños with honesty and integrity.
Robredo challenged the newly promoted employees to view permanent status as a greater responsibility rather than just a change in employment classification. “Being permanent should inspire you to perform even better,” she said.
The mayor likewise lauded the employees for their continued commitment despite modest salaries, noting that many of them have served the city government for 10 to 15 years to more than 20 years.
Robredo announced that another batch of around 100 casual employees is expected to take their oath as permanent workers before the end of the first quarter of 2026, as part of the city’s ongoing effort to recognize deserving public servants. I via Jason Neola
