Iriga: DOLE Bicol, HDRS holds Management Succession Development Planning Workshop

Cognizant of the various challenges affecting the organization’s human resource management, the Labor Department’s Human Resource Development Service and DOLE Regional Office V jointly conducted the Management Succession Program (MSP) Orientation-Workshop at the Pepperland Hotel, Legazpi City on August 15 – 17, 2023.

The said activity aims to understand and learn the importance and process of preparing a sound succession plan; understand the competency table; and identify key critical positions and their competencies.

Regional Director Ma. Zenaida A. Angara-Campita said that building a succession plan is an essential process in ensuring the continuity, performance, and growth of our organization. It likewise mitigates the risks of organizational change.

“We have to come up with an enhanced management succession program that is more responsive to the demands and requirements of the present and future work environment,”Campita emphasized.

This is in line with the Civil Service Commission (CSC) Memorandum Circular No. 3, series of 2012, on the Program to institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) directing all government agencies to practice meritocracy and excellence in public service, which includes the establishment of an agency Succession Development Plan.

ln 2011, even prior to the issuance of CSC MC No. 3, series of 2012, the Department has already started implementing the Management Succession Program (MSP) dubbed as “The Next Gen of Leaders” through DOLE Administrative Order No. 83, series of 2011. The said MSP institutionalized a system for identifying and developing a corps of future leaders, thereby ensuring leadership continuity at all levels of the organization.

The three-day activity includes discussion on the Provisions and Salient Features of AO 82-21; Succession Development Procedures and MSDP Forms; Competency Tables (Core, Organizational, Leadership and Functional Competency Clusters); Identification of Potential Candidates and Assessment of their Competencies; and Identification of Critical Positions, Determination of Necessary Competencies and required proficiency levels.

The resource speakers were HRDS Director Brenalyn A. Peji, Cristina R. Gali, Johnielyn L. Mañosa, Abegail L. Domdom, personnel of  DOLE HRDS

It was attended by the Division and Provincial Offices’ Heads, Union Representatives and other key personnel of DOLE Bicol.
