The Sangguniang Panlalawigan ng Albay (SPA) has approved Tiwi Municipal Ordinance No. 16-15-2025, or the “Ordinance Granting Incentives to Tiwi Community College (TCC) Graduates with Latin Honors and Tiwinhon Topnotchers of the Board and Bar Examinations, and Appropriating Funds Therefor.”
According to Committee on Laws, Rules, and Oversight Chairperson Atty. Sheina Marie Onrubia-Dela Cruz, the measure aims to provide cash incentives to TCC graduates with Latin honors and to Tiwi residents who place among the top passers of national licensure examinations.
The ordinance underscores the value of recognizing academic and professional excellence, motivating students to strive for distinction through financial rewards and formal recognition from the local government.
Graduates of TCC who receive Latin honors — cum laude, magna cum laude, or summa cum laude — will be granted corresponding cash incentives upon graduation.
Similarly, Tiwinhon Board and Bar Topnotchers who rank among the top 10 in any national board or bar examination will receive cash incentives and plaques of recognition.
Funds for the program will be sourced from the Municipal Government’s General Fund under the Education Program to ensure the sustainability of the incentive scheme.
The local government will coordinate with Tiwi Community College and concerned agencies to verify eligibility and facilitate the distribution of awards.
