Governor Francisco “Lalo” Matugas issued Third Supplement to EO No. 21-010, s. 2021 to prevent and control the spread of the new active cases as well as to prevent the new variants of COVID-19 from entering our Province with the following salient features:
- No travel policy of all persons coming from Metro Manila as well as Provinces of Bulacan, Cavite, Laguna and Rizal to the Province of Surigao del Norte, except:
a.) Surigao del Norte Residents;
b.) Nonresident Government Authorized Person Outside Residence (Government APOR) on a special mission; and
c.) Nonresident Private APOR with certification from the Mayor of the City/Municipality of destination within this Province that his/her business transaction in this Province is extremely necessary and cannot be postponed.
- Reiteration of strict implementation of mandatory travel protocols and requirements in Siargao Island Airport and Surigao City Airport to those persons who are not prohibited to travel to this Province;
- Reiteration of strict implementation of mandatory travel protocols and requirements in Seaports and Other Points of Entry to those persons who are not prohibited to travel to this Province;
- Post Antigen Test for Tourists and Private APORs after five (5) days from the date of arrival;
- Establishment of Municipal and Barangay Checkpoints, Activation of BHERTs and Special Role of City/Municipal Health Officers;
- Reiteration of certain provisions of the First Supplement to EO No. 21-010, s. 2021, to wit:
a.) Children, who are 17 years old and below, are exempted from presentation of negative result on Swab/Saliva RT-PCR Test;
b.) Passing through passengers (all persons passing the jurisdiction of the Province of Surigao del Norte by sea or by land) are exempted from presentation of negative result on Swab/Saliva RT-PCR Test; and
c.) Nonresident Private APORs may be exempted from the requirement of “Confirmed Booking of Accommodation for at least two (2) nights from the resort, hotel or hostel duly accredited by the Department of Tourism” if they can present proof/s that they are coming to the Province of Surigao del Norte for the purpose of delivery or performance of essential goods and services, as the case may be.
