Gov. Lalo issued Executive No. 20-030, s. 2020 as implementing rules and regulations of Covid-19 protocols in the Province of Surigao del Norte upon entering at Alegria Provincial Checkpoint, Claver Provincial Checkpoint, Eva Macapagal Passenger Terminal and Lipata Ferry Terminal.

Covid-19 Protocols for persons who want to enter the Province of Surigao del Norte
- Returning Surigaonons. This includes all RESIDENTS (whether APORs or NON-APORs) of the Province of Surigao del Norte either by birth or by choice.
Under Provincial Ordinance No. 07, s. 2020, Returning Surigaonons shall be subjected to:
a.) Rapid Antibody Test; and
b.) Fourteen (14) days Quarantine.

Note: This rule does not apply for Returning Surigaonons, who will come to this Province through Siargao Island Airport or Surigao City Airport wherein a Negative Test Result on RT-PCR taken within 48 hours is required to be presented before boarding the plane and upon arrival at either Siargao Island Airport or Surigao City Airport. In addition, 14 days quarantine is still required.
- Non-Surigaonon Authorized Persons Outside Residence (APORs). This includes all NONRESIDENTS of the Province of Surigao del Norte, who are either WORKING (as government employees or workers in the private sector including practice of profession) or DOING BUSINESS inside this Province. Under Provincial Ordinance No. 09, s. 2020, all Non-Surigaonon APORs shall:
a.) Present NEGATIVE TEST RESULT on either Rapid Antibody Test or RT-PCR Test taken within seven (7) days prior to the date of arrival in Surigao del Norte; and
b.) Undergo a MODIFIED SELF-QUARANTINE for not more than fourteen (14) days

- Tourists. This includes all persons who are not residents of Surigao del Norte who come to this Province for pleasure. Under Executive Order No. 20-026, s. 2020, all TOURISTS:
a.) shall present the following documents:
a.1) NEGATIVE RESULT ON RT-PCR TEST taken within forty eight (48) hours prior to the date of arrival in Surigao del Norte;
a.2) Confirmed Booking of at least 15 days from the resort, hotel or hostel duly accredited by the Department of Tourism as quarantine facility for tourists;
a.3) Printed copy of “Provincial Health eForm” which can be generated from this link: https://covid19.ssct.edu.ph/healthform ; and
a.4) Valid Identification Card;
b.) shall only board accredited public utility vehicles/public vessels going to accredited Qurantine Facility; and
c.) shall undergo 14 days Quarantine.
