Davao City Extends QR Code Enforcement To November 23, 2020

Davao City – The City Government of Davao has extended the enforcement of the Davao-QR codes up to November 23, 2020.

Mayor Sara Duterte-Carpio decided to postpone the enforcement of the Executive Order No. 60 requiring all individuals in the city to have their Davao-QR codes due to the non-availability of the SafeDavao QR (DQR) registration following the clogging up of those who tried to access the site.

She said the site is downed because of too many people accessing for registration.  “There will be an extension in the DQR enforcement up to Nov. 23,” Duterte-Carpio said.

She disclosed that malls and big stores have also asked for reprieve due to the non-availability of scanners.

Duterte-Carpio said that once the people have calmed down, the site will be open for everyone to gain access.

She said the extension of two weeks will ensure the access of everyone to the site.  “Patas-on na lang nato ang time for you to register,” Duterte-Carpio said.

She said it is also necessary since many offices and establishments still prepare for hardware to read the QR code and the in-charge of the checkpoints still needs reorientation.

Duterte-Carpio said it will be the same team who will do the inspection for the QR code and health protocol compliance.

She explained that the QR Code will be available even beyond the initial date of the QR code enforcement on November 23, 2020.

Duterte-Carpio said there will be no more modification regarding QR code under the Executive Order No. 60 except the deadline of the enforcement.

She said the absence of QR Code can be likened to the absence of food pass.

Duterte-Carpio said law enforcers can make detention if the QR Code is bogus or cancelled.

“Detention here is done to check on the information uploaded in seeking a DQR,” she said.

Duterte-Carpio said people who do not have IDs can ask for QR code through the nearest police station.

“This is a way for us to determine the real identity of the person, applicable only to the city residents,” she said.

Duterte-Carpio said the DQR registered in October 26 is not valid since it was only a test-run for City Hall employees.

She also said that smart phones were donated for the enforcement in the barangays.  Duterte-Carpio stressed that there will be more smart phones for barangays with many COVID-19 cases while one smart phone will be given to the barangays with least COVID cases.
