Cagayan de Oro: Dev’t council okays P16.8 B investment plan

The City Development Council on Thursday passed both its supplemental annual investment program (AIP) worth P4.52 billion and 2024 AIP worth P16.8 billion in its second full quarterly meeting for this year.

In a message read on his behalf by Councilor Yan Lam Lim, Mayor Klarex called for support from the council to approve both his administration’s AIP and the sewage treatment plant project.

Mayor Klarex, in particular, called for support from the city’s 80 barangay captains whom he said are either finishing their terms or running for reelection.

‘I hope that I can still count on you to support my administration’s programs because we are one in serving the people of Cagayan de Oro and in our commitment to bring people close to the government and government close to the people,’ so read Mayor Klarex’s message in Visayan.

Councilor Lim, who chaired the council meeting also chairs the 20th City Council’s budget and appropriations committee. Next year’s AIP and its proposed programs, projects and activities (PPAs) is in line with the Klarex administration’s RISE development agenda as well as national and regional development policies.

Last May, the City Planning and Development Office (CPDO) held a workshop with all City Hall departments and offices to formulate their PPAs for next year.

Of the P16.8 billion AIP for 2024, about P8 billion will go to economic development services, P7.26 billion will go to social development services and P3.5 billion will go to general public services.

And of the P4.52 billion supplemental AIP for 2023, about P246 million is for maintenance and other operating expenses (MOOE) and P128.42 million is for social development services.

Among those listed under social development services include disaster preparedness and management (P29.17 million) and the city scholarship fund (P31 million).

About P17.85 million were allocated for ‘barangay empowerment programs’ under the City Engineering Office (CEO) such as construction of a water system in Sitio Hawaii, Barangay Bayanga and a hanging bridge at Sitio Pasto, Barangay Tagpangi.
