Bacolod City – Negros Power announced recently that it is offering flexible payment terms to its consumers, in the wake of devastation brought about by Typhoon Tino.
“As part of our support for consumers, we are providing flexible payment options to customers consuming not more than 100 kWh,” Negros Power said in its November rate advisory posted on social media.
“There will be no power disconnections and no penalties for unpaid electricity bills covering the period from November 4 to December 31 this year, it added.
This was after Negros Power announced that the average residential electricity rate for November 2025 is P12.23 per kWh, a slight upward adjustment from last month’s rate.
Negros Power attributed the adjustment to the significant increase of WESM (Wholesale Electricity Spot Market) rates- from P5.1922/kWh to P7.6709/kWh, a jump of P2.4788/kWh.
It added the spike was also attributed to the deration of multiple power plants following the October 2025 earthquake, resulting in tighter supply and increased market prices.
Consequently, the overall generation charge rose by P0.4438/kWh, the distribution utility said in a statement.
Based on an advisory issued by the Energy Regulatory Commission dated November 7, Negros Power said distribution utilities are required to resume collecting the Universal Charge–Environmental Charge at P0.0025/kWh, which government-mandated fee supports the National Power Corporation’s watershed rehabilitation and management programs.
The Energy Regulatory Commission also has approved a new Feed-In Tariff Allowance (FIT-All) rate of P0.2073/kWh for 2025—an increase of P0.0884/kWh from the previous P0.1189/kWh.
But transmission fees saw a modest decline due to reduced Ancillary Services and Reserve Market Charges, which dropped by P171.57/kW (from P797.95/kW to P626.38/kW), the Negros Power also said.
It also announced that its Distribution, Supply, and Metering (DSM) charge remains at P0.89/kWh, covering electricity delivery, meter reading, and maintenance of local power infrastructure.
