Basi sa imbestigasyon nakita nga ang complainant corporations mi apply ug initial registration of motor vehicles ug initial accreditation ug renewal of accreditation sa ilang branches sa Region VII gikan sa tuig 2019 hangtud sa 2020.
Ubos sa LTO Citizen Charter’s 2019 (3rd Edition), ang initial registration sa motor vehicle mahuman lang sud sa usa ka oras ug 20 minutos, samtang ang initial registration of motor vehicles ug renewal molanat lang ug duha ka oras ug 40 minutos.
Human sa printing sa Certificates of Registration (CRs), ang applicant mo presenta sa Official Receipts (ORs) ngadto sa releasing o supply officer alang sa pag release sa ilang dokumento, nga abot lang ug 10 minutos.

Gireklamo sa corporation nga matod pa ang LTO Region VII wala mo release sa Certificate of Accreditation sa corporation bisan pa man ug naka submit na kini ug kompleto nga requirements ug naka bayad na sa necessary fee, ug bisan pa nga ma process kini sud lang sa 12 ka adlaw.
Sigon pa sa corporation nga gipangitaan pa sila sa maong buhatan ug dugang dokumento sa wala malakip sa Citizen’s Charter.
Ang complainant mipasaka sa ilang letter of complaint sa ARTA niadtong Hunyo 3, 2020.
Gitakda ang clarificatory hearing pagka Setyembre 2020 apan gi reschedule sa Setyembre 30, 2020 gumikan sa manifestation sa LTO official.
Basi sa report sa ARTA, mipasabot si Caindec sa iyang habig ug gibarugan nga nahasubay sa existing rules and regulations ang tanan niyang action.
” He noted that they have released 19,868 records from the complainant corporations from January to September 2020,” matod sa ARTA.
Gidawat sa ARTA ang kang Caindec nga urgent motion to inhibit ug pag terminate sa further proceeding ug ang ang motion sa complainant nga opposition with motion for immediate resolution.
Gipahigayon ang final clarificatory pagka Enero 11, 2021.
“ARTA recommended that Caindec be held liable for violation of Section 21, paragraphs (a), (b) and 75 counts of paragraph (e) of Republic Act No. 11032 o Ease of Doing Business and Efficient Government Service Delivery Act of 2019, ” matod sa ARTA.
