THE Anti-Red Tape Authority (ARTA) has recognized the Department of Trade and Industry (DTI) as one of the government agencies that demonstrated “exemplary performance” based on the results of the administered Report Card Survey initiated by ARTA.
According to the results of the Report Card Survey (RCS) 2.0 Pilot Implementation, 15 out of the 48 agencies managed to obtain an RCS score of 85 percent or above, making them eligible to receive the ARTA award.
DTI ranks second among the national government agencies that bagged the ARTA RCS Silver Award for achieving a “very satisfactory” rating with 90.81 percent RCS score during the recently concluded RCS 2.0 pilot implementation.
RCS 2.0 is a scorecard of government agencies that measures their effective implementation of the Citizen’s Charter and their efficiency of government service delivery. ARTA has coordinated with the Civil Service Commission (CSC) and the Philippine Statistics Authority (PSA) in administering the survey.
Section 20 of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 provides that all offices and agencies providing government services shall be subjected to a Report Card Survey. The pilot implementation of the RCS 2.0 was conducted from September 2022 to November 2022 in preparation for the first RCS 2.0 cycle in 2023.
“Isang malaking karangalan ang pagkilalang ito sa aming Kagawaran at dahil dito, makakaasa po kayo na lalo naming paiigtingin at paghuhusayan ang aming Serbisyong Higit Pa sa Inaasahan,” DTI Undersecretary for Regional Operations Group (ROG) Blesila A. Lantayona said in a statement issued on Monday.
According to the results of the RCS 2.0 pilot implementation, the other agencies that were awarded the “very satisfactory” rating were Government Service Insurance System (GSIS), Department of Foreign Affairs (DFA), along with the University of the Philippines-Diliman and the Philippine Children’s Medical Center.
According to the scorecard, very satisfactory is equivalent to 90 percent to 94.9 percent RCS score.
The anti-red tape watchdog said that 30 national government agencies; five government owned and controlled corporations (GOCCs); five local government units (LGUs); five state universities and colleges (SUCs); and five government hospitals were subjected to the RCS 2.0 pilot implementation.
As to the ratings distribution, ARTA said that 35 percent of the agencies still require review of the Ease of Doing Business law; 25 percent were rated “satisfactory”; 15 percent “needs improvement”; 12.5 percent are “very satisfactory”; and 12.5 percent are “compliant.”
Citing Section 2, Rule 12 of the Implementing Rules and Regulations (IRR) of RA 11032, ARTA said last September 2022 that the report card survey would serve as a “holistic tool that will measure effectiveness of the Citizen’s Charter in reducing regulatory burdens and the impact of the human resource systems and programs in delivering efficient government service.”
Under the government owned and controlled corporations category, Philippine Ports Authority and the Social Security System require review of the Ease of Doing Business law.
Meanwhile, under the national government agency category, Bureau of Customs; Land Transportation Office; and Department of Agrarian Reform, are some of those that are required to review RA 11032.
Under the hospitals category, East Avenue Medical Center and the Philippine General Hospital also require review of the Ease of Doing Business law.
