Mayor Sara Duterte Forms Body To Inspect Fire Hydrants In Davao City

Davao City – Davao City Mayor Inday Sara Duterte created a group to inspect the reliability and efficiency of fire hydrants in Davao City.

Mayor Duterte signed Executive Order (E.O.) No. 21, Series of 2021, known as “An Order Creating A Composite Team To Inspect The Reliability And Efficiency Of Fire Hydrants All Over The City,” on April 22.

She said in her E.O., “There is a need to take measures to prevent damage to life and property caused by a fire.”

E.O. 21 cites the request of the 19th City Council, through Resolution No. 0596-19, Series of 2019, to Mayor Duterte to create an inspection team composed of the Bureau of Fire Protection (BFP), Davao City Water District (DCWD), and the City Engineer’s Office (CEO).

The E.O. also cites the Implementing Rules and Regulations of Republic Act (R.A.) No. 9514, otherwise known as the “Fire Code of the Philippines”, which mandates local government units (LGUs) to coordinate with the BFP in providing each community with fire hydrants and cisterns or elevated tanks that will suffice the water requirement provision for firefighting operation.

As per E.O. 21, local water districts, such as DCWD, through Presidential Decree No. 198, are mandated to maintain and operate water supply and distribution systems and conduct other functions and operations incidental to water resource utilization and disposal.

The inspection body shall be mainly composed of the BFP and DCWD.

Duterte said the results of the inspection shall be furnished to the Office of the City Mayor for appropriate action.

The mayor’s order shall take effect immediately.
