There were several complaints and confusions from certain individuals on the implementation of DOTr Department Memorandum Circular 2017-001 otherwise known as Safety, Security and Environmental Numbering (SSEN) System for all Philippine-Registered vessels/watercrafts which involves payment prior the issuance of designated SSEN number.
Please be informed that the main purpose of the aforementioned Circular is to enhance Marine Environmental Protection, Maritime Security and Safety within the Philippine Maritime Domain by preventing the use of vessels/watercrafts in various maritime infractions particularly piracy and terrorism.
Furthermore, be reminded that the registration to SSEN is merely FREE OF CHARGE for the convenience of the public and clients can directly proceed to the nearest PCG units within the AOR for the processing of their application.
