The Police Regional Office 5 (PRO5) acknowledges and welcomes the findings of the National Police Commission Regional Office 5 (NAPOLCOM RO5) following its validation of the incident involving the death of Mr. Jao Francis Mancera in Naga City.
As the matter remains subject to continuing proceedings, PRO 5 will extend its full cooperation to NAPOLCOM and other concerned agencies to ensure that all relevant facts are established and that the truth is brought to light.
PRO 5 assures the public, and most especially the family of Mr. Mancera, that the findings will be acted upon promptly and in accordance with law and established procedures. Any police personnel found administratively liable shall be subjected to the appropriate administrative proceedings and, when warranted, the corresponding sanctions.
We recognize the public’s legitimate expectation for accountability, transparency, and due process. PRO 5 will not tolerate violations of law or established police procedures and will ensure that all personnel are held accountable for their actions, consistent with the evidence and the applicable rules.
The Police Regional Office 5 remains steadfast in its commitment to professionalism, integrity, transparency, and the rule of law. We will continue to work closely with NAPOLCOM and other concerned agencies to ensure that the appropriate processes are observed and that justice and accountability are upheld.
