The Sangguniang Panlalawigan ng Albay Committee on Public Order and Safety is pushing for regulation instead of a total ban on activities within the Mayon Volcano 6-kilometer danger zone during a committee hearing on Provincial Ordinance No. 0031-2026 at the New SPA Session Hall.
The proposed measure allows limited activities such as farming under Alert Levels 1 and 2 while imposing stricter restrictions during higher alert levels.
Committee Chairperson Harold O. Imperial said the ordinance follows risk-based guidelines from relevant agencies to ensure policies remain consistent and responsive to actual conditions.
Data presented showed around 2,800 families in 25 barangays and about 5,200 hectares are affected, prompting the government to balance safety concerns with livelihood needs.
The committee will conduct consultations and site inspections to ensure the ordinance reflects on-the-ground realities.
Imperial said relocation sites are prepared while controlled access to livelihoods and alternative income options are being explored.
The proposed ordinance will include clear rules and monitoring mechanisms to ensure proper implementation.
