A confidential informant reported to this office that there is a rampant illegal online selling of illicit pharmaceuticals (LIANHUA QINGWEN JIAONANG Capsule) which in fact the FDA posted in their website with FDA ADVISORY NO. 2021-0723 last April 7, 2021 informing the public the health warning against continuous selling of the unregistered drug product Lianhua Qingwen Jiaonang with Chinese character which were verified as unregistered by the FDA and only Lianhua Qingwen Jiaonang with English text and issued with the Certificate of Product Registration approved to be sold/marketed in the Philippines.
Immediately, this office conducted investigation and surveillances thru social media. Upon confirmation of the veracity of the report and succeeding conversation thru cellular phone and messenger with the target and finality of the meeting place for actual transactions that the one who will transport and make appointments is the distributor and also the owner of the said items.
The personnel of CIDG SDNPFU in coordination with FDA CARAGA lead by PERLA B. ALVIZO, Food and Drug Regulation Officer III, Field Regional Supervisor conducted entrapment operation against MARIA KRISTEN ELLISE ALONZO alias “MAY-MAY” and his distributor who is also an owner of the said items but during the meet up identified later as Mr. FRANCISCO POBE GONZALES a REGIONAL DIRECTOR OF COMELEC showed up an alleged distributor of LIANHUA QINGWEN JIAONANG Capsule that resulted to the latter’s arrest and confiscation of pieces of evidence.
The suspect was arrested for violation of RA 9711 (Food and Drug Administration Act of 2009) in relation RA 10175 (Anti-Cybercrime Law) for selling of pharmaceuticals without any pertinent documents and selling of said medicine without approval from the Food and Drugs Administration (FDA).
The suspect was arrested after he received the buy bust money amounting to ₱ 100,000.00 in exchange of the unregistered five hundred boxes of LIANHUA QINGWEN JIAONANG Capsule during an entrapment operation by this office and it is violation of provision of R.A 3750 as amended.

- One (1) piece of ₱ 1,000.00 bill. (marked money) with serial number GS281899 with initial marking RCV;
- Ninety-nine (99) pieces of ₱ 1,000.00 bill (boodle money) with serial number HQ176291; and
- One (1) unit Toyota Fortuner color white bearing with plate # VFT491
Further, on September 25, 2021 a case for violation of R.A No. 3720 as amended by R.A 9711 and section 6 of R.A 10175 was referred thru an online inquest proceeding against the above mentioned suspect.
