Bacolod City – Mayor Evelio Leonardia ordered that the Philippine flag be flown at half-staff in all public buildings and places where it is displayed here during the interment of the late Councilor Elmer Sy on July 8, 2021.
Leonardia issued the order on Sunday via Executive Order No. 36.
Leonardia said Sy was an incumbent Sangguniang Panlungsod member and a significant political figure in the City of Bacolod, famously known for his tagline, “less talk, more action.”
Sy began his political career as a city councilor in 1998 until 2007. He was again elected as councilor in 2010 and served for one term.
He again ran for the same office and won in 2016 and was re-elected in 2019.
Sy also served as President of the Philippine Councilor’s League (PCL)-Bacolod City Chapter for three (3) consecutive terms.
