The DILG Of Davao Del Norte Released ₱3M Worth Of ECLIP Cash Assistance To Former Rebels

Davao del Norte – Ninety Three (93) Former Rebels (FRs) received a total of ₱ 3,147,000.00 from the national government’s Enhanced Comprehensive Local Integration Program (ECLIP) in an awarding ceremony conducted at JBL Gym, Talaingod, Davao del Norte.

In the said ceremony, an amount of ₱ 65, 000.00 each was given to former New People’s Army (NPA) rebels and ₱ 15,000.00 for former Militia ng Bayan (MB) members. This financial package is composed of the immediate and livelihood assistance given by the government aimed at helping the former rebels (FRs) start a peaceful and productive life in their respective communities.

Aside from the initial cash assistance, other benefits of the program will include firearms remuneration and access to government services, such as: medical assistance, loan and market access, legal assistance, educational assistance, and possible inclusion in peace and development-related projects, among others benefits.

Present during the awarding ceremony are the following government officials: Hon. Francisco Gipulla Jr – Municipal Vice Mayor of Talaingod, Davao del Norte, Mr. Abito Bernasor – Provincial Director, DILG, Davao del Norte, PColonel. Edgar Okubo – Deputy Regional Director for Operations, Region XI, Mr. Newwell De Ramos – Staff of Governor who represented Gov. Edwin Jubahib of Davao del Norte, and Colonel Lucito C. Carin FA (MNSA) PA, Officer in Charge, 1003rd Infantry (Raptor) Brigade, Philippine Army as representative of Commander, 10th Infantry (Agila) Division, MGEN. REUBEN BASIAO Philippine Army.

Colonel Carin in his message emphasized that indeed the Philippine government under the leadership President Rodrigo Roa Duterte is determined to end the local communist armed conflict and embrace the FRs when they will choose to lay down their arms and go back to the folds of the law.

That the awarding of ECLIP financial benefits is the government’s sincere gesture in helping the FRs live a peaceful and better life with their families. Col Carin also lauded the DILG and the PLGU of Davao Norte’s tireless efforts to process the timely release of checks to the FRs ensuring that the beneficiaries will have it in time for Christmas. In return, he also encouraged the beneficiaries to show their gratefulness by help the government in its noble task of ending the local communist armed conflict and attain a genuine and lasting peace by encouraging the rebels who are in the mountains to come back to the folds of the law, become beneficiaries of the financial and other assistance graciously offered by the government thru the ECLIP, and live peaceful lives as productive and responsible citizens of this country.

ECLIP is a program of the DILG and OPAPP that aims to provide a complete package of assistance to former members of the CPP/NPA/NDF and MB who will choose to lay down their arms and have peaceful and productive lives. (Michael Manguhig, RPN DXKT Davao OIC)
