POLICE BRIGADIER GENERAL PABLO GACAYAN LABRA II formally assumed the post as Regional Director of Police Regional Office 13 following the Change of Office Ceremony held at this camp today, November 2.
The designation of PBGEN LABRA II is pursuant to DPRM General Orders Number NHQ-GO-DES-2022-4767 effective October 30, 2022.
No less than POLICE GENERAL RODOLFO S AZURIN JR, Chief of the Philippine National Police, acted as the Presiding Officer in the historic event at the PNP Caraga.
The new region’s top cop hails from Cebu. He is a member of the Philippine National Police Academy and a member of “TAGAPAGLUNSAD” Class of 1993. He undergone trainings both in the country and abroad, including Russia, in the fields of operations, intelligence, and investigation. He finished Master’s Degree in Public Administration and Bachelor of Laws at the University of the Visayas.
Prior to his current assignment, he was the Chief of the Intelligence Unit of Cebu; Chief, Regional Intelligence Division of PRO 7; and Director of Intelligence Training Group of the Directorate for Intelligence and also became Police Attache in Malaysia for 2 years. He was also the Provincial Director of Sulu and later became Chief of the Regional Staff, Deputy Director for Operations, and Deputy Director for Administration in PRO BAR where he earned his “first star”.
In his assumption speech, PBGEN LABRA II emphasized that as the father of PNP Caraga, his office is open to those who will seek for guidance and will assume the role of protector, provider, and disciplinarian, for his men and women.
Likewise, he assured the people that the programs he will implement in the region are in accordance with the CPNP’s peace and security framework MKK=K, through his personal advocacies summarized as DADD or the (a) Do observe cleanliness in camps and offices; (b) Adherence to internal discipline; (c) Drug war continues; and (d) Develop and strengthen police-community partnership.
In conclusion, the new region’s top cop accepted the challenge to lead the Home of the Brave, Friendly, and Peace-Centered Police Force with high hopes to be at par with the achievements of the outgoing Regional Director, POLICE BRIGADIER GENERAL ROMEO M CARAMAT JR, who will be assigned to the Directorate for Intelligence at the PNP Headquarters, after serving in the Caraga region from September 17, 2020 to October 30, 2022.
