NegOcc, Bacolod Post Lower Index Crimes In H1 Of 2020

The Negros Occidental Police Provincial Office (NOCPPO) and the Bacolod City Police Office (BCPO) posted lower index crime volume in the first six months of 2020 compared to the incidents recorded during the same period last year.

Figures released by the two police units showed that in Negros Occidental, the average number of index crimes, also known as the eight focus crimes, dropped by 35.68 percent — from 461 to 292 incidents, while in Bacolod, the decrease was recorded at 28.04 percent — from 189 to 136 incidents.

The eight focus crimes include murder, homicide, physical injury, rape, robbery, theft, car, and motorcycle theft, which are also considered as crimes against persons and property.

Col. Romy Palgue, officer-in-charge of NOCPPO, said on Tuesday that he is grateful for the support of the Negrenses to the police’s anti-criminality campaign.

He also congratulated the local government units and other stakeholders in the province for such an accomplishment and commended the police personnel in Negros Occidental for the good performance.

“Truly, the Negrense CARES — Challenge, Admire, Respect, Encourage and Support — each other,” Palgue said.

NOCPPO records showed that robbery decreased at 49.02 percent, from 52 cases to only 26, while theft went down from 78 to 39, or by 48.68 percent.

Murder dropped by 34.58 percent, from 107 to 70, while homicide 22.86 percent, from 35 to 27.

Other crimes that posted decrease included physical injury — 41.94 percent, from 93 to 54; rape — 18.29 percent, from 82 to 67; carnapping — 100 percent, from two to zero; and motorcycle theft — 25 percent, from 12 to nine.

According to the NOCPPO report, the lower index crime trend can be credited to the increased police presence on the streets during the implementation of the province-wide community quarantine as a precaution to contain the transmission of coronavirus disease 2019 (Covid-19).

Meanwhile, BCPO records showed that robbery went down by 36.67 percent, from 30 to 19; theft by 29.73 percent, from 74 to 52; physical injury by 4.17 percent, from 24 to 23; rape by 38.71 percent, from 31 to 19; carnapping, 100 percent, from one to zero; and motorcycle theft by 75 percent, from four to one.

Homicide also decreased by 80 percent, from 10 to two, while murder increased by 33.33 percent, from 15 to 20.

The BCPO report said that “generally, there is a decrease in the total crime volume from January to June 2020” which “can be attributed to the intensified police interventions discussed in the religious conduct of enhanced managing police operations and the interventions applied in the implementation various community quarantines with the Covid-19 pandemic”. (Nanette Guadalquiver)
