Davao City – Mayor Inday Sara Duterte created the Committee on Anti-Red Tape (CART) to help expedite business and non-business-related transactions in Davao City.
Duterte signed Executive Order (E.O.) No. 32, Series of 2021, known as βAn Order Creating The Committee On Anti-Red Tape (CART)β on June 1, 2021 and shall take effect immediately.
She cited Republic Act No. 11032, known as βEase of Doing Business and Efficient Government Service Delivery Act of 2018β, which mandates all government agencies to adopt simplified requirements and procedures that will reduce red tape and hasten transactions, in the issuance of the order.
It can be recalled that the mayor issued E.O. No. 43, Series of 2020, designating the Internal Audit Service Division as the Anti-Red Tape Unit of the City Government of Davao.
The Anti-Red Tape Authority (ARTA), according to E.O. 32, issued Memorandum Circular No. 2020-07 Series of 2020, which directed all government offices to designate a CART and provide for its guidelines.
Thus, Mayor Duterte created Davao Cityβs CART, which shall be composed of the city mayor or her authorized representative as chairperson; head of the Internal Audit Service Division as vice-chairperson; and heads or representatives of the Sangguniang Panlungsod, City Treasurerβs Office, City Assessorβs Office, City Planning and Development Office, Human Resource Management Office, Business BureauΒ Permits and Licensing Division and City Legal Office as members.
The mayor, in her E.O. 32, said, βThe CART shall ensure compliance with the requirements of R.A. No. 11032, its implementing rules and regulations subsequent issuances by ARTA as applicable.β
The Internal Audit Service Division will serve as the Committeeβs Secretariat tasked to handle all administrative and secretarial activities.
CARTβs costs of operations will be chargeable against available funds and resources of the local government, subject to the usual accounting and auditing rules.
