Mayor Issues EO Commending Bacolodnon Topnotcher

Mayor Evelio Leonardia signed Executive Order No. 76 series of 2020 congratulating and commending Dr. Patrick Joseph Mabugat for placing 2nd in the November 2020 Physician Licensure Examination.

“Patrick Joseph Mabugat is a source of pride for the City of Bacolod and serves both as an inspiration and role model for its youth,” Leonardia said in his EO that he signed today [Dec. 1].

“He has now joined the honorable ranks of prominent and distinguished physician board topnotchers, each being a shining beacon in the practice of medicine,” the mayor added in the EO.

Leonardia presented the framed copy of the EO to Mabugat during the latter’s courtesy call on the mayor at the Bacolod City Government Center today [Dec. 1]. Mabugat was accompanied by his fiancée, Dr. Dyan Dimalaluan of E. B. Magalona town, who also passed the same exam.

Joining Leonardia in receiving Mabugat and his fiancée was Atty. John Orola, consultant on tourism, trade, and investment.

The topnotcher is the son of Police Colonel Calixto Mabugat and Arlene Mabugat of Barangay Alijis in Bacolod City.

MESSAGE

Mabugat said, “I give my whole-hearted thanks to Mayor Bing for the recognition – this achievement is shared to family, friends, the La Sallian Community, and to Bacolod City.”

Mabugat said his message to all Bacolodnons is to unite in these trying times. “No matter where we are, no matter who we are, no matter what we have – it is at this moment, when we should keep at a safe distance from one another, that we should finally be brought together as one community,” he said.

“We should do whatever we can to help one another, ease one another’s burden, and stand with those who are poor and vulnerable,” he added.

Mabugat stressed that in the coming days and months we will continue to face great trials, but will also give moments of hope and redemption. He said that it is in these moments that we must remember to give more to those with less.

“Thus, as we share in its struggles, it is only right that we share in its achievements. And it is my honor to share this success and blessing from God with my fellow Bacolodnons and Negrosanons. Thank you,” he added.

“Set upon your dreams in life, and start by pointing your feet towards that goal and just keep going. It may take a while – you may stumble, you may even fall. The trials you face will get harder, and hardest. And the world may seem just as unforgiving. But you have to trust in yourself, and in those who supported you throughout your journey – you just keep going on. It’ll get better. But you just have to keep going. You can do it,” he further added.

TWO-TIME TOPNOTCHER

The 26-year-old Mabugat, who obtained a rating of 88.58 percent, is a graduate of University of St. La Salle – College of Medicine in 2019. He finished his undergraduate studies at the University of Negros Occidental- Recoletos in 2014 and topped the September 2014 Medical Technologist Licensure Examination with a rating of 90.90 percent.

He completed both his primary and secondary education at La Consolacion College – Bacolod, where he graduated as salutatorian.
