Mayor Duterte Re-Creates Davao’s Census Coordinating Board

Davao City – Davao City Mayor Inday Sara Duterte has re-created the composition of the Davao City Census Coordinating Board to add new nine members and removing one officer in conformity to the Philippine Statistics Authority (PSA) recommendation.

In her Executive Order No. 51, Series of 2020, signed on September 16, 2020, an Order Reconstituting The Membership Of The City Census Coordinating Board (CCCB), Mayor Sara said there is a need to amend Section 1 of her EO 6 issued previously to include more members.

The new nine members of the City Census Coordinating Board (CCCB) are heads of City Population Office, City Agriculturist Office,  the Local Government Operations Office, City Social Welfare and Development Office, City District Public Attorney, City Environment and Natural Resources Office, City Disaster Risk Reduction and Management Office; City Information Office, and a representative from the PSA. The new members are included in the PSA Board Resolution No. 5, Series of 2019.

Other members of the CCCB per EO No. 06 are the City Mayor as chairperson, City Administrator as co-chairperson, Davao City Schools Division Superintendent or his duly authorized representative as vice-chairperson, and the Philippine National Police (PNP) City Director, City Planning and Development Officer, City Health Officer, City Assessor, City Civil Registrar, Liga ng mga Barangay president, and a representative of the private sector to be approved by the mayor.

The provincial statistics officer (executive officer) was removed from the CCCB.

The CCCB was reconstituted after City Civil Registrar Leo Anthony Braceros wrote the City Legal Officer Atty. Osmundo P. Villanueva Jr on August 14, requesting the latter to amend E.O. No. 06 to conform with the composition as recommended in Annex A of PSA Resolution No. 05, Series of 2019.

Villanueva, in his letter, said, “The composition of the CCCB did not follow the supposed composition as recommended by the PSA in the said resolution. There should have been 18 members of the CCCB as stated Annex A of the PSA resolution, however, in the signed executive order, there were only 11 members. Somehow the signed executive order followed the composition of the old executed order (E.O. No. 17, Series of 2015).”

The CCCB is mandated to assess the needs of the PSA in terms of facilities (transportation, communications, training, and lodging); provide transportation facilities for the distribution/delivery of census returns before, during and after the census operations; provide communication facilities for use of census personnel; provide venues/facilities for the training of census personnel; provide temporary office/room/space that will serve as headquarter of census personnel or storage area for census materials and supplies for the duration of the census operations; conduct publicity and information campaign; and, provide facilities for the lodging of the census personnel assigned on the census.

CCCB also assist the PSA in the census operations to ensure complete coverage of the city; provide security/guide to census personnel and materials; refer to the PCCB matters which cannot be resolved by CCCB; enlist the cooperation of barangay officials in the census operations; and, take up other matters as may be specified by the PCCCB or as necessary for the successful conduct of the census.

Meanwhile, the Secretariat, whose composition will be designated by the chairperson, is responsible for providing technical and administrative support to the CCCB and its funding and operational costs will be sourced from the available funds of the city government of Davao.
