The Sangguniang Panlalawigan ng Albay is reviewing a proposed Provincial Renewable Energy Code aimed at strengthening the province’s policies on renewable energy development and sustainability.
The measure was discussed during the 50th Regular Session following the presentation of the Committee on Power and Energy chaired by 1st District Board Member Marian Caroline Ziga-So.
The proposed ordinance, known as the Clean, Affordable, and Renewable Energy Code or CARE Code, seeks to promote the development, utilization, commercialization, and regulation of renewable energy resources in Albay.
The measure also aims to improve energy efficiency, enhance energy security, attract investments in clean energy technologies, and support sustainable economic growth while protecting the environment.
Committee members said the ordinance is intended to establish policies and mechanisms that will accelerate the adoption of renewable energy and energy-efficient practices across the province.
The panel also recommended refinements to several provisions to ensure consistency with existing national laws, including the Renewable Energy Act and related energy policies.
Once enacted, the proposed code is expected to serve as a comprehensive framework guiding Albay’s transition to cleaner and more sustainable energy sources while strengthening the province’s climate resilience and environmental stewardship efforts.
