Inspection of alien-employing establishments resumes

The Department of labor and Employment – Cordillera Administrative region (DOLE-CAR) has resumed it’s special inspection of alien-employing establishments by deploying anew Foreign National Labor Inspectors/Labor and Employment Officers (LEOs) in key areas to inspect and verify the legitimacy of employment of foreign nationals.

DOLE-CAR Regional Director Exequiel Ronie A. Guzman said in Administrative Order No. 46 issued by Labor Secretary Silvestre Bello III, there are three hundred twenty three (323) Labor and Employment Officers (LEOs) in key areas to inspect and verify the legitimacy of employment of foreign nationals in establishments, including Philippine Offshore Gaming Operators (POGOs), across the country until June 30 this year.

Basing on DOLE AO No. 46, there are 87 inspectors dispatched in the National Capital Region, 11 in the Cordillera Administrative Region, 11 in the Ilocos region, 14 in the Cagayan Valley region, 37 in the Central Luzon region, 32 in CALABARZON, 12 in MIMAROPA, and 12 in the Bicol region. Eleven LEOs will also conduct the inspection in Western Visayas, 22 in Central Visayas, and 12 in Eastern Visayas. In Mindanao, 12 labor inspectors were given authority to conduct verification inspection in the Zamboanga Peninsula region, 17 in the Northern Mindanao region, 12 in Davao region, 11 in SOCCSKSARGEN, and 10 in Caraga.

“During the inspection, the LEOs will ascertain the legitimacy of the company as shown by the business permit and the Securities and Exchange Commission (SEC) registration and verify the roster of local employees and the foreign national/s actually working at the time of inspection.

Guzman added that the LEOs will also check the list of Alien Employment Permit (AEP) applicants if there are any, and the company representative should certify that they are indeed hiring the foreign nationals.

The AEP is a permit issued by the DOLE to a nonresident alien or foreign national seeking admission to the Philippines for employment purposes after a determination of the non-availability of Filipino citizen who is competent, able and willing at the time of application to perform the services for which the alien is desired.

During the inspection, the LEOs will be joined by one regular labor inspector who will serve as a team leader to supervise the conduct of verification inspection.
