Digital SAP Distribution For ‘Left Out’ Families Set

Bacolod City will “digitally” distribute starting Saturday [July 25] the Social Amelioration Program (SAP) grant of 15,046 “left out” families, or those who were not able to previously avail of the first tranche of ₱6,000 per family last May 2020 but were qualified for it, according to Pacita Tero, head of the City’s Department of Social Services and Development (DSSD).

The total amount for “left-out families” is ₱180.5 million. Each of these families will now receive a lump sum of ₱12,000 – to cover the first ₱6,000 that they missed to receive previously and the remaining ₱6,000 for the second tranche that is due for distribution now to all SAP beneficiaries nationwide.

Mayor Evelio Leonardia said that this is a welcome event for our people. “The SAP will infuse a total of ₱1.3 billion to our local economy. Most importantly, it will seep deep into the grassroots where it is most needed. This is a bright spot in the midst of this pandemic.”

Bacolod is one of the few cities among the 146 nationwide to be given the second tranche of the SAP.

Leonardia, a member of Legislative-Executive Development Advisory Council (LEDAC), thanked President Rodrigo Duterte for approving the second tranche of SAP for Bacolod, after the city had requested for an extension of its Enhanced General Community Quarantine status (from April 30 to May 15, 2020).

The mayor also gives special credit to Malacañang Protocol Officer Jasmin Egan who helped justify to DSWD Secretary Rolando Joselito Bautista that Bacolod needs this social amelioration assistance.


The digital distribution will be through payout centers like MLhuillier, Cebuana Lhuillier, and Universal Storefront Services Corporation (USSC) which are all accredited by the financial service provider Starpay Corporation, Tero said.

In a report, the DSWD has partnered with Starpay Corporation for faster, easier, and safer distribution of SAP grants.

The digital distribution is expected to run for three days, Tero added.

Tero further explained that the “left out” families also include additional families recommended by the barangays.

SECOND TRANCHE

For the others who had already received the first tranche of the SAP last May, the DSSD has started to distribute their second tranche Thursday [July 23] to beneficiary-families from 46 barangays: Barangays 1 to 41, Alangilan, Handumanan, Montevista, Pahanocoy, and Punta Taytay.

On July 24 [Saturday] pay-outs are for those from Barangays Alijis, Banago, Estefania, Mansilingan, Singcang-Airport, Sum-ag, Taculing, and Tangub.

On Saturday [July 25], it will be in Barangays Bata, Granada, Mandalagan, and Vista Alegre.

TOTAL SAP BENEFITS FOR BACOLOD

The total releases for Bacolod for the two tranches amount to about ₱1.3 billion. Records show the first tranche benefitted 98,143 Bacolodnon families, while the second tranche will benefit 97,266.

Tero explained that they have de-listed some beneficiaries in the second tranche for certain reasons: double claim (the same person but was found to be residing in two barangays, or two persons in the same household); or invalidated by DSSD because beneficiary is “non-poor” or does not fall under “low-income family”; or had already availed of SAP from DOLE, SSS or Department of Agriculture or the 4Ps Program.
