Davao Oriental Strengthens Health Screening Measures As Borders Set To Open

In preparation for the province’s border opening on June 1, Governor Nelson L. Dayanghirang signed Executive Order No. 25 “Prescribing the strengthened health screening measures at all Provincial border entry points and terminals in the province of Davao Oriental”.

This is following the National Government’s mandate to “open up the borders of all GCQ areas” under the Omnibus Guidelines for General Community Quarantine. This will allow entry of public and private vehicles from areas under GCQ within Davao Region.

Governor Dayanghirang noted that necessary planning must be made accordingly, the province cannot afford to be unprepared amidst the large number of people who are expected to arrive in the province, most of which are returning Davao Oriental residents stranded in Davao City.

“We need to follow what is mandated under the law. We will not impede the movement of people coming in and out of our province. However, we also have to set up screening protocols in order to protect our people,” the Governor said.

Included in the EO policy is the strict implementation of the “No Embarkation Form, No Entry Policy” requiring all passengers coming in to fill out the said form which can be downloaded online or provided at the borders.

According to Dr. Reden Bersaldo, Action Officer of the Provincial Task Force on Covid-19, this will allow  “easy contact tracing” in case COVID19 suspects somehow come in undetected.

To ensure regulation of the persons coming in, the borders will only be opened for all public and private vehicles from Monday to Friday at 9:00 a.m. to 4:00 p.m.

As well, the province has adopted the “Detect, Isolate, Treat” approach from the National Action Plan Strategy to combat COVID19.

“All our policies involve screening at the border and the terminals. With this strategy, if there are COVID suspects, we can isolate them right away – whether home quarantine or isolation at the barangay isolation units or community quarantine centers. Then we will test them,” Bersaldo said, adding that the province will make use of the 11,000 sets of test kits it has procured.
