Davao City Bans Daytime Videoke From 7 AM To 5 PM

Davao City  –  The 19th City Council of Davao on Tuesday approved on third and final reading the ordinance prohibiting daytime videoke in residential areas from 7 AM to 5 PM.

Authored by Councilor Jessica Bonguyan, it aims to help students focus more with their classes at home via online, radio/tv or blended learning minus the noise coming from your neighbor’s ‘Just Once’ masterpiece.

In a radio interview, Bonguyan said she came up with the ordinance because “it has something to do with our ‘new normal.’ Sa pag-abli sa atung klase. Daku kaayu ang kausaban karon labi na sa pandemic. Bawal ang face-to-face class. And we are promoting work-from-home scheme.”

She pointed out it wasn’t created ‘overnight’ and was also an offshoot of the complaints her office received from local residents.

‘’Ubay ubay jud ang mga reklamo. Dili natu gihimu overnight. Daghan series of meetings and committee hearings ang nahitabo. Daghan kaayu ang mga reklamo nadawat sa atong opisina. Kaning saba gikan sa silingan tungod sa videoke,” she said.

Under the ordinance, the use of the videoke is not allowed from 7 am to 5 pm Mondays to Saturdays except on Sundays and holidays (yes, you can still hold your ‘concert’ come Christmas and New Year). Legitimate KTV establishments are exempted.

Penalties await violators: P1,000 for the first offense; P3,000 for the second offense and P5,000, imprisonment up to three days or community service for the third offense.

Barangay officials have been tasked to enforce the law.

Bonguyan wants to make it clear though that “wala gi-ban ang videoke. Ato lang ni gi-regulate ang oras.”

She emphasized, “Klaruhun naku. Ang atoang pag-videoke gibawalan 7am to 5 pm lamang kay kini ang time na naga-online class ang atung mga estudyante, teachers, mga ginikanan sa atung mga modules. Then after 5 pm po until 10 pm pede na kaayu ta mag-videoke.”

“If ‘naa kay soundproof (room) sa balay, pede ka mag-videoke but make sure lang na dili mugawas sa silingan ang tingog. Pasabot man gyud, kung naay reklamo, saba gyud na,” she added.

Will the ordinance still be in effect once the pandemic is over? “Klaruhun pud naku, na kini siya during COVID-19 pandemic na walay face-to-face classes,” she said. “Dili ni siya forever.”.
