Community Quarantine Violators in Caraga nearly reach 4,000

Camp Col Rafael C Rodriguez, Butuan City—-Police Regional Office (PRO) 13 recorded an over-all total of 3,977 community quarantine violators since its implementation in Caraga region last March 17, 2020 until yesterday, May 24.

Police Brigadier General Joselito T Esquivel Jr, Regional Director, said that out of the total number of violators, 2,686 were apprehended for violating curfew hours, 1,237 for disobedience to a person and/or agents of person in authority, 52 for hoarding, profiteering, overpricing of medical supplies and essential goods while another 2 were also apprehended for violating guidelines on PUVs during quarantine period.

The region’s top cop further disclosed that 345 of the arrested persons have undergone inquest proceedings, 1,124 will be subjected for regular filing, 222 were fined while the remaining 2,286 were given warnings and have undergone counseling.

Last April 5, 2020, in Bayugan City, Agusan del Sur, three individuals were arrested and one Ford Ranger Wildtrak Pick-up bearing Plate Number C2 T981 was impounded for unauthorized use of siren/blinker and for intentionally ignoring and disobeying two Quarantine Command Post Checkpoints established along National Highway of Brgy. Wawa and crossing RCA, Brgy. Poblacion, of said city.

The region’s top cop identified the arrested persons as:

(a) Arthur Aguillon Bernardo with LTO PDL No. K01-02-045431, 33 years old, single, businessman, and a resident of Purok 4, Brgy. Villa Kananga, Butuan City;

(b) Nico Ecol Porras, 30 years old, chief mechanic, single with live-in partner and a resident of Purok 6, Brgy Silad, Butuan City; and

(c) Jonathan Amancio Parcon, 36 years old, laborer, single and a resident of Purok 1, Brgy Santa Teresa, Loreto, Agusan del Sur.

A case for Disobedience to Agent of Person in Authority has been filed against the three violators last May 18 with NPS Docket No. XIII-09-INV-20E-090.

In addition, request for revocation of driver’s license issued to Arthur Aguillon Bernardo and cancellation of registration of his driven motor vehicle have already been submitted at the Land Transportation Office 13 for violation of Presidential Decree 96 as amended to R.A. 4136 (Land Transportation and Traffic Code), Article IV, Section (b1) which states that “All authorized emergency vehicles, such as ambulance and police cars and fire wagons used for emergency calls shall be equipped with a bell, siren, or exhaust whistle of a type approved by the Commissioner, and no such device shall be installed or used in any other vehicle.”

“Let this serve as stern warning to those who will violate the law. Police Caraga will remain relentless in enforcing the guidelines and protocols within the bounds of the law and will send the violators behind bars. We continue to call on public for cooperation as this war against corona virus disease 2019 will be far from over if the public remains uncooperative with the authorities,” PBGEN Esquivel, Jr said.
