Baguio Suspends Issuance Of Travel Permits, 42 Curfew Violators Arrested

The City Mayor’s Office will temporarily suspend the issuance of travel permits for food services, errand services and Authorized Persons Outside Residences (APORs) effective Thursday, April 23, 2020. Those who want to apply have today and tomorrow to process their applications.

Earlier the city government issued new travel permit guidelines in order to deter the usage of spurious, fake, and unauthorized vehicle permits, and to ensure compliance with ECQ rules.

The new travel permits shall be issued according to the following guidelines:

  1. Private unmarked vehicles being used as service vehicles for (a) food delivery services, (b) errand services, (c) Authorized Person Outside Residence (APOR) shuttles, and (d) relief goods from private citizens and organizations shall be required to secure a Travel Permit from the Office of the City Mayor;
  2. Persons applying for Travel Permits in the food delivery services and errand services must present their Business Permit, or any proof of legitimate business in the absence thereof;
  3. Persons applying for APOR Shuttle Travel Permits must present a Certification of Engagement as shuttle service from the business or establishment to which they are providing shuttle services;
  4. Persons applying for Travel Permits for relief goods must show any proof to substantiate that they are truly ferrying relief goods to front liners and health workers;
  5. All applicants must present a copy of their vehicle OR/CR

The following need not secure a Travel Permit

  • Labelled and marked company service vehicles;
  • Labelled and marked Hospital vehicles ferrying health workers
  • Government vehicles;
  • Private vehicles personally used by APOR;
  • Private vehicles travelling within the city according to HQP restrictions;
  • Cargo vehicles carrying goods in accordance with DTI Memorandum Circular No. 20-06, dated 19 March 2020
  • Vehicles already bearing legitimate DTI issued IDs
  • Vehicles already bearing legitimate Food Pass as issued by the Department of Agriculture;
  • Vehicles already bearing legitimate ID or permits as issued by any Government Agency;
  • PUV services as registered with the Barangays and the BCPO

Meanwhile Police ECQ operation nets 42 curfew violators yesterday.

In a report to Mayor Benjamin Magalong, BCPO Director P Col. Allen Rae Co said the 42 Unauthorized Persons Outside Residence (UPOR) were apprehended in central business district and in the different barangays.

They were brought to the Baguio Athletic Bowl and the different police stations for processing of their transgressions.

Some of those apprehended were minors and some were senior citizens and one was a Korean. Two violators found to be under the influence of alcohol are still detained at Police Station 7, Co said.

Co said violators who did not immediately comply and showed signs of resistance were handcuffed.

They were made to stay at the holding areas for six hours of lectures and “contemplation” and were also booked with mugshots taken.

Charges will be filed against them for violation of Republic Act 11469 (Bayanihan to Heal as One Act) and Presidential Proclamation (PP) 922 : State of Public Health Emergency after the lifting of the ECQ. – Photo credits to PIO Baguio
