Bacolod City Imposes Number Coding Scheme For Prov’l Vehicles

The city government here will impose a number coding scheme for vehicles with Negros Occidental provincial car passes (PCPs) entering Bacolod starting April 22 as required by Executive Order 31 issued by Mayor Evelio Leonardia.

Bacolod, although the provincial capital, is not under the jurisdiction of the Negros Occidental provincial government, being a highly-urbanized city.

Leonardia said on Monday that despite the restrictions stated in Executive Order 31, the city government will continue to grant the courtesy of unhampered passage to elected/appointive government officials of the province and its component local government units (LGUs) as an exemption from the odd-even number scheme.

They can enter Bacolod any day, even on a Sunday, through any route convenient for them, he added.

“Before I signed this, Governor Bong (Lacson) and I personally discussed and agreed on the essence and features of this EO.  I see this as a show of unity and respect that will be mutually beneficial for us,” Leonardia said.

For those with PCPs, the odd-even scheme requires that cars with plates ending in odd numbers (1, 3, 5, 7, or 9) will be permitted entry/ exit on Mondays, Wednesdays, and Fridays.

Cars with plates ending in even numbers (0, 2, 4, 6, or 8) will be permitted entry/ exit on Tuesdays, Thursdays, and Saturdays.

Travels during these days are allowed from 4 a.m. to 10 p.m. only, and only the persons listed in the PCPs will be allowed entry into Bacolod.

The PCPs will not be honored on Sundays.

Leonardia issued the EO after Governor Eugenio Jose Lacson requested him that the city government honor the Capitol car passes after the city had already imposed stringent restrictions on mobility into and out of its jurisdiction since March 30, the start of the enhanced community quarantine (ECQ).

The EO stated that the provincial government issued its PCPs to cater to the essential activities of business and services in its component towns and cities.

However, the holders of such PCPs used them to freely come and go into the territorial jurisdiction of Bacolod, which could imperil the effectivity of the city’s own ECQ.

It also courts the dangers of coronavirus disease 2019 (Covid-19) spreading out into the component cities and towns of the province considering that Bacolod City already has seven confirmed cases, the EO added. (Nanette Guadalquiver ndb via pna)
