Dinipensahan ng Malacañang ang ginawang line item veto ni Pangulong Rodrigo Duterte sa 2019 national budget.
Ayon kay Presidential Spokesman Salvador Panelo, labag sa konstitusyon ang P95.3 billion na isiningit ng Kamara sa ilalim ng mga programa para sa Department of Public Works and Highways (DPWH).
Paliwanag ni Panelo, hindi maaring lagdaan ng pangulo ang anumang probisyon na labag sa saligang batas.
Kaugnay nito, pinapurihan naman nina Senate President Vicente Sotto III at Sen. Panfilo Lacson si Pangulong Duterte sa pag-veto nito sa mga kuwestiyonableng re-alignment sa budget at sa mga hindi naman kabilang sa mga priority projects ng administrasyon.
“So-called insertions or riders. They are not part of the program by the DPWH; hence, it violates the constitution. It’s violative of the constitution because as I have said in my statement, those vetoed provisions are on violation of the constituition or it is against the statutes,” Pahayag ni Panelo.
