Bacolod: Baciwa GM appointment opposed

Bacolod City – Convenors of Amlig Tubig are asking the Civil Service Commission (CSC) to disapprove or invalidate the recent appointment of Mona Dia Jardin as general manager of the Bacolod City Water District for the period May 9 to June 30.

In their letter to CSC chairperson Karlo Alexei Nograles dated May 23, the group cited that the position of general manager has been vacant ever since the joint venture with Primewater Infrastructure Corporation was in effect last November 2020. So, there is no urgent need for the issuance of Jardin’s appointment.

Jardin, meanwhile, said she was properly endorsed by the members of the Board of Directors (BOD) of Baciwa who observed the necessary processes and rules as mentioned in Republic Acts, CSC circulars, and even the Commission on Elections.

“I would like to make it clear that it was the BOD of Baciwa acting as a collegiate body that appointed me and not the city mayor,” she said, in reaction to the letter of Amlig Tubig, an alliance of concerned water consumers, which cited that the CSC may disapprove or invalidate an appointment based on its guidelines on appointments.
